Statement
I'm seeking re-election to continue delivering on the two promises I made in my 2022 campaign: I don't go along to get along, and I always put residents first. As the only incumbent councilmember who voted against Axon's 1,900 apartments, I have worked to restore resident values to city government through fiscal scrutiny, ideology-free decisions, and strong neighborhood protection.
Biography
Barry Graham is an incumbent Scottsdale City Councilmember running for re-election in 2026. First elected in 2022 with a double-digit margin, he is a residents-first official focused on limited development, preserving Scottsdale's character, and fiscal accountability. He is running on the platform of responsible governance, protecting neighborhoods from overdevelopment, and holding city government accountable.
Positions
Issue Stances
Water Policy
SupportsGraham prioritizes proven water reliability—continued aquifer banking and responsible treatment capacity—with every option weighed on cost-effectiveness, actual water savings, and protecting ratepayers. He voted against waiving Axon's water commitments, which he says equal the annual needs of 12,000 homes. He views piping treated sewage into the drinking supply as "a last resort," preferring established methods over unproven approaches.
"Piping treated sewage into our drinking water should be a last resort."

Housing Affordability
OpposesGraham favors a limited city role in housing affordability—removing unnecessary regulatory barriers and requiring adequate infrastructure—while opposing subsidies. He argues Scottsdale cannot house everyone and has repeatedly voted against high-density apartment projects.
"Limited to removing unnecessary regulatory barriers and ensuring new development includes adequate infrastructure. I do not support subsidies, and Scottsdale cannot house everyone."

Public Safety & Criminal Justice
SupportsGraham prioritizes fully funding police and firefighters, faster response times, targeted enforcement, and strong code compliance. He highlights ending homeless encampments and aggressive panhandling to protect neighborhoods and tourism.
"I've already prioritized ending tourism-threatening homeless encampments and aggressive panhandling while fully funding police and firefighters. I will continue pushing for faster response times, targeted enforcement, and strong code compliance to protect neighborhoods citywide."
Energy Policy
No official stance on record.
Economic Development & Jobs
SupportsGraham supports economic-development and tourism partnerships that strengthen jobs while protecting open spaces, safety, and Scottsdale's character—paired with strict accountability, clear metrics, and measurable ROI. He cites voting for the first-ever metrics in the Scottsdale Arts contract.
"Support partnerships that strengthen tourism and jobs while protecting the open spaces, safety, and character that drive our record collections. Demand real accountability — every partnership and investment needs clear metrics, measurable return on investment, and regular review so residents benefit first."
Reproductive Rights
No official stance on record.
Transportation & Infrastructure
OpposesGraham would prioritize maintaining and improving existing roads and reducing congestion while opposing transit-oriented projects he calls ideological—dedicated bus lanes, road diets, and multi-lane roundabouts on arterial roads. He emphasizes practical parking, citing two new parking garages.
"Maintaining and improving existing roads first, reducing congestion, and protecting residents' safety from ideological projects such as dedicated bus lanes, road diets, and multi-lane roundabouts on arterial roads."
Government Spending & Taxation
OpposesGraham is a fiscal conservative who defines fiscal sustainability as living within the city's means—funding basic services without unnecessary tax or fee increases, maintaining healthy reserves, and avoiding debt. He would only raise revenue when necessary after exhausting efficiencies, and says he helped uncover $150 million in project cost overruns.
"Living within our means — funding basic services without unnecessary tax or fee increases, maintaining healthy reserves, and avoiding debt that burdens future residents."
