Biography
Barry Hess is a longtime Libertarian activist and businessman running for Arizona Governor in 2026 as a write-in candidate, after Arizona's tightened ballot-access laws made it prohibitively difficult for the Libertarian Party to secure a ballot line. He holds a B.A. in English from Fordham University and is a former vice chair of the Arizona Libertarian Party, currently serving as Director of the Hess Foundation Trust. This is his fifth run for governor, having previously campaigned in 2002, 2006, 2010, and 2022; he also sought the U.S. Senate in 2000 and 2018, and ran for president in 2008. His platform calls for eliminating all Arizona income and property taxes in favor of a flat transaction tax capped at 9%, replacing government-run schools with distance-learning models, a work-pass immigration system with a 5% fee, desalination infrastructure connecting the Gulf of California to central Arizona, and replacing private prisons with full state accountability.
Positions
Issue Stances

Border Security & Immigration
SupportsHess supports securing the border against bad actors while opening a legal work pass system for migrants clear of communicable disease. His proposal includes legal work registration, a 5% work fee for community-managed education and medical needs, a 90-day grace period for undocumented residents, and deportation for those who do not register.

He also supports gold-backed Arizona medallions and lawful alternative cryptocurrencies.

Government Spending & Taxation
SupportsHess supports ending all Arizona income taxes, replacing them with a transaction tax capped at 9%, a 4% corporate gross receipts fee, and a fuel or road maintenance tax.
