Raoul Zubia

Candidate for Scottsdale City Council

Scottsdale

Statement

The people of Scottsdale are ready to move past the chaos that's been coming out of council, and they deserve leadership that is thoughtful, steady, and grounded in what actually affects their daily lives. That means focusing on the fundamentals: safe streets, a livable and welcoming city, and an economy that continues to create opportunity. If elected, I'd most like to help restore a sense of focus, stability, and trust in how our city is governed.

Positions

Issue Stances

Water Policy

Supports

Zubia would build a balanced, reliable water portfolio — prioritizing expanded advanced water treatment including direct potable reuse, continued aquifer banking, and cost-effective conservation like turf-removal rebates — investing in long-term infrastructure to keep Scottsdale water-secure.

"Water resiliency in Scottsdale has to be approached with both urgency and discipline. This isn't about choosing one solution, it's about building a balanced, reliable portfolio."

Housing Affordability

Supports

Zubia sees a practical, enabling city role in workforce housing — setting rules that allow a wider range of housing types, streamlining approvals, and using targeted incentives like density bonuses and fee reductions — while acknowledging the city cannot solve affordability alone.

"A city should play a practical, enabling role in addressing housing affordability for workforce residents, while recognizing it cannot solve the issue alone."

Election Integrity

No official stance on record.

Healthcare Access

Public Safety & Criminal Justice

Supports

Zubia's first priority is ensuring police and fire have the staffing, competitive pay, and modern resources they need, with a focus on recruitment and retention plus proactive, consistent code enforcement and traffic safety.

"My first priority is ensuring our police and fire departments have the staffing, competitive pay, and modern resources they need to serve effectively."

Energy Policy

No official stance on record.

Economic Development & Jobs

Supports

Zubia wants the city to create conditions for long-term economic success with accountable public-private partnerships, and to keep investing in Scottsdale's distinctive arts, culture, and desert environment as part of its economic foundation.

"Scottsdale should also continue investing in what makes it distinctive. Its arts, culture, and desert environment are not just amenities; they are part of its economic foundation."

Reproductive Rights

No official stance on record.

Transportation & Infrastructure

Supports

Zubia wants to expand transportation options so residents aren't limited to driving — investing in walking, biking, and transit — while maintaining existing roads first and managing parking demand rather than simply adding supply.

"We need to expand transportation options, so people aren't limited to getting around by car. That means investing in walking, biking, and transit in ways that are practical and accessible."

Government Spending & Taxation

Neutral

Zubia frames fiscal sustainability as long-term balance — sustaining services and infrastructure without shifting costs forward, with growth paying its way and strong reserves. He sees taxes, fees, and bonds each as appropriate tools for different needs. He criticized the proposed FY2026–27 budget for removing water expansion from the capital improvement plan, calling it a move that "sacrifices foundational water security."

"Removing water expansion from the capital improvement plan sacrifices foundational water security."
