Statement
South Phoenix has been left behind for too long. I am running for City Council to fight for what South Phoenix truly needs: a world-class Level I Trauma Center and a thriving Medical Corridor on South Central Avenue.
Biography
Jarrett Barton Maupin Jr. is a South Phoenix minister and civil rights activist known for speaking out on behalf of victims of police violence and their families. His campaign describes him as “a conservative leader for a change.” In June 2026, the Arizona Attorney General’s Office indicted him on nine felony counts alleging check fraud dating to 2022; he pleaded not guilty, and his attorney says he is innocent. In 2009, he pleaded guilty to making a false statement to the FBI.

Housing Affordability
SupportsMaupin opposes expanding city-owned public housing and instead proposes a municipal Homeownership Fund that would cover down payments and closing costs for qualified buyers, buy down mortgage rates, and give public housing tenants the first right to buy their units.
"It is time to get the city out of the landlord business and into the homeownership business."

Healthcare Access
SupportsMaupin’s central proposal is a voter-approved municipal bond to build a 24/7 Level I trauma center in South Phoenix, run by a major healthcare partner such as Arizona State University, anchoring a medical corridor on South Central Avenue.
"In a medical emergency, seconds equal survival."
Public Safety & Criminal Justice
SupportsMaupin proposes growing the Phoenix Police Department to at least 5,000 sworn officers. His plan would lower the trainee hiring age to 18, recruit through historically Black colleges and criminal justice programs, and offer signing bonuses and home-buying incentives. He also wants to clear encampments and enforce city ordinances.

Economic Development & Jobs
SupportsMaupin says light rail construction hurt small businesses along South Central Avenue. He argues a hospital-anchored medical corridor would bring investment, housing, and high-paying jobs back to South Phoenix.
