Pamela Carter — Arizona House of Representatives, Legislative District 4 Republican | Candidate for Reelection My name is Pamela Carter. I'm a fourth-generation Arizonan, small business owner, and proud representative of the community I've called home my entire life. In my first term, I was appointed Vice Chair of the Public Safety and Law Enforcement Committee, a leadership role rarely given to a freshman, and I worked to earn it. I passed legislation protecting deployed military service members from unfair vehicle taxes, championed Arizona's nuclear energy future, and stood against powerful corporate interests to defend Scottsdale's right to vote on its own development decisions. This session, I sponsored Cade's Law to hold accountable those who encourage minors toward suicide online, legislation targeting sexual extortion of minors, and bills protecting Arizona homebuyers and expanding access to our state's critical minerals. My priorities haven't changed: safe communities, strong law enforcement, parental rights in education, local control, low taxes, and secure elections. Biography
Pamela Carter is a first-term Republican member of the Arizona House of Representatives for Legislative District 4 and vice chair of the House Public Safety and Law Enforcement Committee. A fourth-generation Arizonan raised in Phoenix's Arcadia area, she built a sports medicine and weight training facility in Scottsdale and hosted the TV program "Get in Shape with Pamela Carter," which aired for 18 years on TBN. She holds a master's degree in communications and biblical studies. She ran unsuccessfully for Scottsdale City Council in 2022. In 2026 she sponsored Cade's Law, signed by Gov. Katie Hobbs, which expanded the manslaughter statute to cover adults who encourage a minor to die by suicide; her campaign also cites bills extending the lemon law to leased vehicles and exempting deployed service members from vehicle taxes. She is the sister of actress Lynda Carter. She finished second in the July 21, 2026 Republican primary with about 34% of the vote and, with Rep. Matt Gress, faces Democrats Karen Gresham and Tammy Caputi in the November 3, 2026 general election.
